The Examinations Council of Zambia (ECZ) was established through an Act of Parliament, No. 15 of 1983  to set and conduct examinations and award Certificates or Diplomas to  successful candidates.

In 2008, the Council developed its first Strategic Plan for the period 2009 – 2015 in response to the dictates of the time as well as from the imperative demand for accountability for public institutions. 

The Strategic Plan is a document that provides a visionary focus for the Council on the direction it is  pursuing and provides an outline of milestones and targets.
